They lead the business to invest in the production of assets that either cannot be re-used at all or alternatively, can be re-used only at the coding level, and even there only under a strict set of implementation conditions. Deficiencies include:</p>
<ul>
<li><span>Poor division of labor</span>&nbsp;- they do not cleanly separate business concerns from technical concerns; most are designed to implement something from a non-existent specification, not discover or understand the business problem</li>
<li><span>Disparate</span>&nbsp;- they do not integrate; they were never architected under a single vision but rather cobbled together from various acquisitions</li>
<li><span>Complex</span>&nbsp;- today's standards-based tools do not filter the essential elements from the standards so that users can be productive by focussing on the business problem, not wading through a plethora of unwanted features</li>
<li><span>Labor intensive</span>&nbsp;- they cannot harvest architectural design patterns so prevalent in software frameworks and best practices today, resulting in far too much manual detailed design and coding</li>
<li><span>Platform dependent</span>&nbsp;- many can generate at most skeletal code, and those that go further cannot automatically generate solutions to any implementation target of choice</li>
